Sailor Chi and Phi are the guards of the garden in front of Shadow Star Galactia. The garden they guard contains star seeds. Sailor Chi wears a red fuku and Sailor Phi wears a green fuku. Sailor Moon, Kakyuu, and the Starlights crossed the river and saw Mnemosyne and Lethe killed by Sailor Chi and Phi. Afterwards, Princess Kakyuu killed Sailor Phi. Sailor Chi then killed Princess Kakyuu by driving her staff through Kakyuu's chest. Sailor Moon, in a fit of rage, killed Sailor Chi.

Chi and Phi seem to be the leaders of the anima-mates. They give them orders and they had the right to kill the animamates. Their leader is Galaxia.

Mythology
As far as I know, there's not really any mythology behind Sailor Chi and Phi. "Chi" in Chinese culture, is the life force within everything. "Chi" is the 22nd letter of the Greek alphabet and "Phi" is the 21st letter of the Greek alphabet.
